I. LEVEL OF EDUCATION AND OTHER QUALIFICATIONS
Mr. Ernest NDIKUMUKAMA has a degree in Law since 1988 from the Faculty of Law of the University of Burundi. He also has other titles of capacity building in Law and in other fields of knowledge:
(i) Training certificate on the legal aspects of negotiating technology transfers between companies organized in September 1989 by the International School of Bordeaux, France;
(ii) Certificate in training engineering organized in June 2004 in Bujumbura by the Programme d’Appui à la Bonne Gouvernance Economique in collaboration with the UNDP;
(iii) Certificate in English language in 2013 by Williams Academy;
(iv) Training certificate on international arbitration organized in August 2014 by the International Law Firm DLA PIPER in collaboration with RUBEYA and Advocates;
(v) Training certificate on project monitoring/evaluation organized in November 2014 in Bujumbura by the Belgian Technical Cooperation;
(vi) Training certificate on civic and electoral education organized in March 2015 in Bujumbura by the French Embassy in Burundi;
(vii) Certificate of specialized training in the fight against corruption organized in June and July 2015 in Paris, France, by the Ecole Nationale d’Administration.
II. PROFESSIONAL EXPERIENCE
Mr. Ernest NDIKUMUKAMA is currently a legal advisor and a former executive of the Burundian public administration. He has assumed several responsibilities as a legal advisor and legal expert, both within his country and internationally. The following are the main elements related to his professional experience:
(i) Legal counsel and consultant working in the firm of Me D.NZEMBA and Associates from 2021;
(ii) Part-time legal advisor at the law firm of Me D.NZEMBA and Associates from 2015 to 2020;
(iii) Member of the government experts in charge of the follow-up of the Peer Review Mechanism of the Implementation by States Parties of the UN Convention against Corruption and UNODC Focal Point for Burundi from 2013 to June 2020;
(iv) Technical advisor to the Minister of the Presidency in charge of Good Governance in matters relating to administrative and legal governance, internal control, the fight against corruption and economic and financial malpractice from 2006 to June 2020;
(v) Chairman of the Commission of national experts in charge of the preparation of the document of legal and regulatory reforms to be carried out in order to revitalize the management, administration, control and supervision bodies of public administrative institutions, personalized State administrations and companies with public participation in 2016;

(vi) Member of the inter-ministerial technical commission in charge of piloting the reform of the Mining Code of the Republic of Burundi from 2009 to 2010;
(vii) Chairman of the Commission of national experts in charge of drafting the bill on the creation, missions, organization and functioning of the Court of Audit of Burundi in 2005;
(viii) Legal expert at the Support Office of the Minister of State in charge of Good Governance and the General State Inspection from 2002 to 2005;
(ix) Member of the experts in charge of drafting the main texts for the implementation of the Arusha Agreement for Peace and Reconciliation in Burundi in 2001;
(x) Legal Adviser to the Political, Administrative and Legal Office of the Civil Cabinet of the President of the Republic of Burundi from 1996 to 2001;
(xi) Member of the team of national and international consultants of the Canadian Commercial Corporation in charge of the elaboration of the multidisciplinary pre-feasibility study of the Butihinda Gold Mining Project in the Republic of Burundi in 1999;
(xii) Legal expert who assisted, in June 1996, the ad hoc Technical Commission in the drafting of the Agreement on the retrocession by the Government of Burundi of the Burundi Tobacco Company to its owners (this company had been nationalized by the 3rd Republic Regime);
(xiii) Legal expert and deputy coordinator of the Business Law Reform and Modernization Project (REMODRA) from 1993 to 1996;
(xiv) Legal adviser to the Ministry of Commerce, Industry, Handicrafts and Tourism and head of the Legislation, Training and Commercial Information Department from 1989 to 1992;
(xv) Legal adviser to the Ministry of Commerce, Industry, Handicrafts and Tourism and head of the Industrial Property Department in 1988.
III. LANGUAGES
Mr Ernest NDIKUMUKAMA speaks and writes five languages, including Kirundi, which is his mother tongue, French (excellent), English (good), Kinyarwanda (very good) and Swahili (fair).
